Does it mean "shit brains?"
It's playing with our perception of right and wrong, making us think up conflict which aren't even there. It's wrong to neglect your duty as a pet owner and clean up their shit. It's revolting to eat shit. It's insane to gun down someone in the streets. It's honorable to return stolen possession.
In the end conflict wasn't the loitering, the shit eating or shooting. It was the theft of shit. Ergo the pun is "That guy stole his shit!".
I guess it also could be poking fun at the western nature of being possessive over the most trivial shit.
Or it's just working of the sheer insanity of the situation.
